My noble friend and I propose a ban on sales to people below the age of 21. As he said, this would not only be enforceable on the existing model—it is merely an adjustment to the existing arrangement—but, as appears from the Government’s own facts and evidence, achieve a similar result to what they are aiming at. I beg the Minister to have some sense of the enormity of the consequences of what she would be embarking on if she pushes ahead with the Bill, and to give serious consideration to my noble friend’s arguments, which I, in my rather less organised way, support.
