Over time, reflecting public opinion, opponents have shifted from saying that everyone should be free to smoke to what the noble Lord, Lord Strathcarron, just said—“We all want to curb smoking in young people”. The noble Lord, Lord Murray, said the same, and that is welcome. But then come all the reasons for “not these proposals”. With every step we have taken to curb the tobacco industry and protect our population, we get opposition to “these proposals”. Look back over previous debates if your Lordships do not know that.
