Debate

Tobacco and Vapes Bill

Contribution

On young people and smoking, it was an interesting exchange about the figures for the illicit black market. It seems to me that we do not know, and that is one of the problems. However, as someone cited their lived experience of talking to their nephew, or someone in their family, I can tell noble Lords that my lived experience of living in a particular part of Haringey in north London is that young people are very actively involved in the illicit black market of selling cigarettes. It is like a youth employment scheme. Everywhere you go, people are offering you illegal cigarettes. That has increased hugely. Young people like standing on corners, if you see what I mean, in the way that it happens in America. We have to be honest that we do not quite know what is going to happen here.
