Finally, in relation to young people, the noble Baroness, Lady Carberry, mentioned the Government’s impact assessment in relation to the Bill, but it told us that we should not expect any quantifiable benefits until 2044. That is based on modelling young people and smoking in relation to the idea that they will smoke the whole time in exactly the same way as when they start. One thing about young people and smoking is that it is often experimental and, of late, all the evidence shows that people often migrate to safer products, such as vaping.
