Finally, I turn to Amendments 202 and 203, in the name of my noble friend Lord Udny-Lister, which would ensure that Section 1 cannot come into force before 2027, and only once a proper economic impact assessment has been completed and debated by both Houses. The principle of those amendments is surely welcome, because it reflects the key principle that we must bring people with us when we legislate, and that means testing the practical effects of what we are doing.
