Amendment 9, tabled by the noble Lord, Lord Young of Cookham, seeks to ban the online sale of tobacco products. He said that this is a probing amendment, and it is certainly useful in that regard. I share his desire to ensure that online sales are not used to circumvent the new age of sale restrictions; I understand the concern about that. However, we feel confident that the Bill as drafted includes sufficient provisions to prevent this and we do not believe it would be proportionate to ban all online sales.
