However, this provision addresses only the beginning of the story—the moment of its establishment. It does not address the far more fundamental questions about how the PSFA will operate once it is up and running and how it will exercise the considerable powers conferred by the Bill. This amendment speaks to the PSFA being set in motion; our concern is what happens once the wheels are turning. We have tabled amendments elsewhere to explore those issues in more detail and I shall not detain the House by rehearsing them all at this stage. But I will touch briefly on one key point, which is accountability.
