This was always the intent of this power but, from the points raised by noble Lords and by some outside the House, I know it has continued to be a concern. I hope these amendments provide assurance to the House and the wider public that a conclusion will never be drawn from EVM information alone, and that they put this issue beyond doubt. In particular, I hope the noble Lord, Lord Vaux, will reflect on that in relation to the next group.
