One of the points the Minister raised is that the Bill refers to payments that may have been incorrectly made. She sees that as a safeguard; I do not. You could easily say that a payment that may have been incorrectly made is suspicious. There is nothing to prevent a future Secretary of State saying at the outset that any account flagged with an eligibility indicator should be treated as suspicious, and in you go with the intrusive powers, or suspend, or whatever. There is nothing in here to stop that, or to stop them saying that can be done automatically by algorithm.
