Public Authorities (Fraud, Error and Recovery) Bill

For the likes of me, even with a dog collar, when I turn up, suspicion is quite high, with people asking, “Why has he come?” The noble Lord, Lord Harper, is right. If you are going to allow these officials to restrain people physically, are they trained properly? Do they know the extent of the force that they have got to use? If people end up really injured in that place, he is right, the responsible person will be the Minister. We should leave things as they are—in relation to arrests, and even to getting goods from a house—with the police, because then we know who in the end is accountable.
