I therefore hope that the Minister will recognise the consistency and common sense behind these amendments and accept that the “may” to “must” principle must apply equally here. If the Government really support the principle they have alluded to, they will vote with us on these Benches to make this consistent across the Bill. I give notice that I may wish to test the opinion of the House on this point through a Division.
