My Lords, I thank the noble Baroness for her amendment. Clause 2 introduces a new, additional streamlined procedure for updating national policy statements. National policy statements are the cornerstone of the planning system for our most significant national infrastructure. In the past, national policy statements have been too slow to reflect government priorities, planning policy or legislative changes, with some NPSs not updated for over a decade. As the National Infrastructure Commission has recognised, a lack of updates has created uncertainty for applicants, statutory consultees and the examining authority. It has also increased the risk of legal challenge and driven the gold-plating in the system that we are all trying to avoid.
