Public Authorities (Fraud, Error and Recovery) Bill

Overall, we do not oppose these amendments: indeed, we welcome them. They make the Bill clearer, fairer and more workable. But they also remind us of an essential principle that runs through the entire Bill: that with strong investigatory and recovery powers must come equally strong safeguards. Transparency, proportionality and compassion must sit alongside efficiency. We are therefore very grateful to Ministers for having listened to the points raised in Committee and for responding constructively. These amendments make genuine improvements and we hope that our other amendments will be treated in the same spirit of balance and care as the Bill proceeds.
