Secondly, we must be wary of unintended consequences. The best educational interests of the child will not necessarily always be the first priority in all guidance and determinations of appeals arising from the Bill, as its scope encompasses areas other than education. For example, it is possible that well-being or safeguarding matters could override educational interests in some circumstances.
