The important issue to note is that we see working in this area as one of the key levers in breaking down the barriers to opportunity. As the noble Lord, Lord Deben, so ably expressed, the lack of opportunity for so many young people is absolutely shocking. His comments on the emphasis on academic qualifications were very well made. It is an issue about how success is measured and we all need to reflect carefully on that as we move forward.
