I have had offers from industry to help with the detail and indications of interest from the Government in a certification scheme, both of which I hugely welcome. However, I was in the room on more than one occasion when a Minister promised Judy and Andy Thomas that they would act. Nothing short of a clear commitment on the face of the Bill can fulfil those promises.
