Specifically on Amendment 502YN, tabled by the noble Lord, Lord Wei, it is not this Government’s intention to impose unnecessary or disproportionate burdens on the sector. We have been clear about the Bill’s expected benefits and costs in our published regulatory impact assessment, which was green-rated as fit for purpose by the Regulatory Policy Committee. As stated in that impact assessment, we anticipate the Bill’s overall impact on society to be positive. Where there are additional costs to business and to households, these have been minimised as far as possible and are considered proportionate to achieve safety, well-being, education and financial benefits to children and families.
