Turning to the broader concerns raised by this group of amendments, we recognise the need to toughen up the so-called overall improvement test. As it stands, it is relatively meaningless and entirely a matter of opinion. It is simply not good enough. There are several amendments in this group that would make the test more evidence-based. We support the intention behind them. The environmental NGO objectors to the Government’s proposals are calling for an objective scientific test. They are not asking for delays or unnecessary costs—quite the opposite. If they are to go ahead, a minimum requirement is for clarity, evidence and objectivity.
