We will turn later today to amendments, which I support, offering to increase this scientific rigour. The test must be rigorous and meaningful. It is not enough to rely on process. We must be confident of the outcomes, and it is vital that any harm to the environment is more than simply offset. There must be a demonstrable and measurable net gain that the public and stakeholders can trust. For these reasons, we support the sentiments in the amendments in the names of my noble friends Lord Caithness and Lord Randall, among others in this group. We on these Benches welcome the clarification from the Minister about the responsible Secretary of State. I am sure that we will turn in later groups to exactly when it will go to other departments for clarification.
