The third test is that the EDP must follow the mitigation hierarchy. We will be turning to the mitigation hierarchy in the next group, so I will simply state here that the mitigation hierarchy is expressed through this model, with Government amendments underlining the continued role for the mitigation hierarchy in the design of EDPs, the ability of EDPs to avoid impacts, and the clarity that local conservation measures are preferred, unless there is a clearly articulated environmental basis to look further afield.
