My Lords, I thank the Minister for her reply and I am partially reassured by the answer. I am trying very hard not to remain slightly cynical about Natural England’s overarching role as the controlling body that will determine what happens on the ground with each development. There might be—forgive the phrase—oven-ready solutions in local areas which get delayed significantly by the decision-making process that will inevitably occur within a bureaucratic organisation such as Natural England. I ask the noble Minister to think about whether there might be a slicker, smarter way of achieving better environmental outcomes by local actors on the ground which could be included in the Bill. I beg leave to withdraw my amendment.
