417: Clause 196, page 245, line 34, at end insert— “(6A) The Secretary of State must lay before Parliament—(a) any guidance or revisions issued under this section, and(b) in the case of revisions, a statement of whether the Secretary of State considers them to be substantial and, if not, of the reasons why.”Member’s explanatory statement This amendment requires the Secretary of State to lay all revisions of guidance before Parliament, even where the revisions are not considered to be substantial.
