It talks briefly about transport and local plans. However, there is no sense of strong and specific support for SME builders or of the huge opportunity for us here. We highlighted this from a cross-party perspective in the Built Environment Committee’s 2022 report on demand for housing, in which the noble Baroness, Lady Thornhill, and the noble Lord, Lord Best, played a crucial part. There is a golden opportunity to bring about a culture change in attitudes to SMEs at Natural England and in local councils.
