However, I fear that some elements of the Bill, such as the enhanced powers for Natural England, will slow planning down, and I remain very worried about the resourcing of planning departments faced by so many changes and rules. Can the Minister head off the blockage that this amendment puts on the commencement of the Bill by listing the provisions that will speed things up, alongside those provisions that will lead to further delay, and convince me and this Committee that the net effect of the Bill is very positive, as the Government have claimed?
