Transparency is baked into the model, as EDPs will include charging schedules setting out the cost of the levy, which will allow developers to plan for a known cost rather than having to wait for the outcome of individual assessments to know the cost of meeting the relevant obligation. From the start of this process, the Government have been clear that the aggregate cost to developers should be no greater than the status quo. That is why Clause 67 requires the Secretary of State, when making levy regulations, to ensure that conservation measures can be funded in a way that does not make development economically unviable.
