The current consultation is so poorly conceived that it does not even deal with enforcement, which is the central problem of the current regime. Let us not allow better to be the enemy of best. None of us in this House wants to be standing here in the weeks and months ahead mourning the death of a child from an act of violence, knowing that we could have acted but did not when we had the chance.
