I agree with my noble friend. When we all sit down and have a sensible discussion about this and try to take the partisan politics away, we will reach a much better consensus. This consultation enables us to do that. At the outset, we have to put at the forefront of our thoughts the needs of the public in how they access services. My noble friend is right—driving licences have become the de facto ID. The fact is that the driving licence, as I said in my opening remarks, has data that I do not want handed out easily. That is why I think this solution will benefit the public and get cross-party support.
