I want to reassure the noble Earl that the local power plan will aim to empower local communities to establish renewable generation projects that bring a real benefit to their area. The Government recognise the request to take steps to better enable local energy trading to lower consumer bills and ensure that local communities directly benefit from local energy. That is why DESNZ is working closely with Ofgem, Great British Energy and other key stakeholders to determine how best to support matching local generation with local demand.
