I support the sentiment of Amendments 206A and 351ZA in the name of my noble friend Lord Lansley. He has made compelling arguments, with which we agree. The amendments reflect a broader shift towards the devolution of powers, recognising that decisions on development and regeneration are often best taken at a city-region scale, rather than from Westminster or Whitehall.
