Government Amendment 187 is framed as a clarification measure. It says, in essence, that if two development corporations overlap, the higher-tier authority takes precedence, as we have heard from my noble friend Lord Lansley. On the surface, this seems to provide certainty, but it does not really address the underlying confusion about how development corporations will function, as we have argued, in a post-devolution landscape.
