Secondly, the amendment does not tackle overlapping remits. Development corporations are not just about geography; they come with planning, delivery, borrowing and governance powers. Even if the higher-tier authority is given priority, the amendment does not set out how conflicting powers—for example, planning versus regeneration versus transport integration—are supposed to mesh together.
