Thirdly, the amendment fails to explain post-devolution relationships. After devolution deals, many combined authorities and mayors will have bespoke powers over regeneration and planning. How development corporations, often centrally created and accountable to the Secretary of State, fit with locally devolved structures remains uncertain. Simply saying that the higher tier wins avoids grappling with the bigger question of whether development corporations should be accountable upwards to Whitehall or downwards to devolved and local leaders.
