The amendment proposed would not open the door to any extensive argument or investigation into the reason for non-compliance. However, it would allow the person concerned to show that his omissions were not deliberate and that the cause of his non-compliance was due to ill health or infirmity, or because it was unaffordable due to an inability to obtain funding.
