I support all these amendments. As my noble friend Lady Parminter said, what other opportunity has there been for housebuilders to improve the environment, probably for a tenner a time on each house, on bulk buy? There is no argument against it from a cost point of view. But it is only half the story. As I said on a previous amendment, we can make all the regulations we like but, if enforcement does not work, that is amending in vain. As I mentioned, when environmental improvement planning conditions were looked at in my local planning authority, Cornwall, it was found that only some 60% were put into operation. Some 40% of environmental conditions were not applied.
