Clause 75 allows the Secretary of State to issue guidance to Natural England or other public authorities about any matter connected to the nature restoration levy and ensures that Natural England and all public authorities must have regard to that guidance. Without this, any update to the nature restoration levy would require secondary legislation, limiting the speed and flexibility with which operational issues could be addressed.
