Clauses 86 and 87 provide that the Secretary of State may make the necessary changes to allow another body to exercise the same functions as Natural England. The noble Baroness, Lady Coffey, asked about this. We would not expect to designate anyone other than a public body. I emphasise that any changes would be made by regulation via the affirmative procedure, and would receive the proper scrutiny of Parliament, which would ensure that only an appropriate body could be named.
