On Amendments 346DD and 346DE, tabled by the noble Lord, Lord Roborough, I am in full agreement with the noble Lord, the noble Lord, Lord Fuller, and the noble Baroness, Lady Neville-Rolfe, that nutrient neutrality is an important issue. However, these amendments—which have echoes of amendments tabled to the Levelling-up and Regeneration Bill by the previous Government, as the noble Baroness, Lady Coffey, recognised—will be unnecessary following the implementation of the nature restoration fund. I am concerned that this amendment would give the Secretary of State a broad Henry VIII power and raise concerns about the risk of environmental regression. Our approach is to address the issues that hold up development while delivering better outcomes for nature.
