I raise these points because, for all its manifest shortcomings, the Bill contemplates that we will reward this quango with new powers to simultaneously advise the Government as to the science; measure the extent of the problems; assess the various limits; suggest policy remedies, which presumably applies to the drafting of regulations; become the regulator; act in judgment on all the mitigation processes; devise its own schemes in competition with private interests—no conflict there—price its own schemes while, as I have experienced in pursuing some of these things, loading the private alternatives with cost; operate its own EDP schemes; compulsorily purchase land in pursuance of its schemes; and take so much time to do it that we will be lucky if any stalled homes are released by the end of this Parliament.
