Clauses 86 and 87 provide for the Secretary of State to make the necessary changes to allow another body to exercise the same functions as Natural England. As I said in the previous debate, any changes by regulations will be made via the affirmative procedure and will receive the proper scrutiny of Parliament. This would ensure that only an appropriate body could be named.
