I come to the noble Baroness’s amendment. As I mentioned previously, we would expect this to be a public body. I have an example for the noble Lord, Lord Lucas, on the power to designate; it could be used to designate a national park, where appropriate. It is worth noting that national park authorities would be consulted on any EDPs that affect them and that an EDP in a coastal area could, for example, use the Marine Management Organisation. Those are examples of where that would take place.
