Amendment 265, tabled by the noble Lord, Lord Krebs, and ably spoken to by the noble Baroness, Lady Parminter, would require conservation measures to be delivered to a set schedule and environmental improvement to be secured in advance of development coming forward where failure to do so would lead to irreparable harm to protected sites or species. The package of amendments the Government have tabled in Committee include a requirement for Natural England to set out in an EDP the anticipated sequencing of the implementation of conservation measures by reference to the development to which the EDP applies. This ensures that information on sequencing of delivery is set out in the EDP but that flexibility is retained should development come forward at a different pace to that anticipated when the EDP was drafted.
