Pushing this period from a maximum of 10 years to a minimum of 30 years would not only reduce the ability of EDPs to come forward but increase the amount of time before environmental benefits needed to be realised by a full two decades. This risks leading to greater interim impacts and increases the risk that additional or remedial measures will be required over the EDP’s lifespan or at the end of the 30 years. For example, we do not expect it to take 30 years to address the issue of nutrient neutrality for housing; there is no reason why developers should pay to address these issues so far into the future. With this explanation, I hope that the noble Lord will feel free not to press his amendments.
