It might help to clarify that the concepts of off-site and on-site are not used in the context of EDPs. When an EDP is drafted, it will not be known exactly where the development will be located other than that it has to be within the EDP area. For the most part, conservation measures, whether offsite or onsite, will directly relate to the protected feature in question—that is, the specific site that is being impacted. However, it may sometimes be more appropriate to address the same protected feature elsewhere, which is why the Bill makes provision for so-called network compensation measures.
