As my noble friend will be aware, following the government amendments, when delivering these network measures, Natural England will be required to show evidence that they will be better for the environmental feature than local measures would be, having regard to the need to protect the overall coherence of the relevant site network. However, not all conservation measures will be required in perpetuity, whether they are network measures or local measures. It may be that some network conservation measures are deemed appropriate on a temporary basis while longer-term measures are put in place, or where there simply is not a scientific or ecological need to maintain these measures in perpetuity.
