Finally, Amendment 266, tabled by the noble Lord, Lord Krebs, and introduced by the noble Baroness, Lady Parminter, would require that Natural England could prepare an EDP only where the conservation measures can contribute to a significant environmental improvement in the conservation status of the relevant environmental feature. Clearly, the noble Lord is not here today, but he will be aware—I have had discussions with the noble Lord—that we have introduced government amendments to clarify and amplify the overall improvement test, being clear that the conservation measures in an EDP will materially outweigh the impact of development.
