I am very grateful to the Minister for her response and to everyone who took part; good points were raised by all those who participated. The noble Baroness, Lady Young of Old Scone, is absolutely right about the importance of a private nature market. My noble friend Lord Blencathra is right that part of it is just to big up many of these public bodies that are doing enormous good. Maybe sometimes, where there is good cause, we criticise them, but equally we recognise the enormous work they do around the world and at home. It is right to give praise where we can, and we all agree with that. I am always grateful to hear from the Minister—my two favourite Ministers are on the Front Bench now. I respect what she has to say on that point but, I am sorry to say, I am still not entirely confident that I, and maybe many others, got the answers we need. There needs to be some reassurance, especially on the point that a lot of this reverts ultimately to a test that the Secretary of State for Housing will make rather than where it will fall within Defra. What sort of evidence is going to be put? Is it purely from Natural England? Does that mean that the JNCC does not have a role? There are some bits that perhaps we can tease out. Forgive me but, as my noble friend Lord Lansley said in the previous group, there is still some language in the Bill that leaves me sceptical that the Government will do everything that they say they will. For now, I am very grateful and I beg leave to withdraw the amendment.
