Experience has shown clearly that, without stringent obligations, new developments risk perpetuating an urban legacy in which green and blue spaces are seen as afterthoughts. However, embedding access into the remit of every development corporation at an early stage would guarantee that our investment in new towns, neighbourhoods and infrastructure leaves a legacy of well-connected open spaces for people and wildlife.
