Amendment 137 merely points out that, if the Government are serious in their determination to provide more homes for social rent, they would surely want to ensure that all spatial development strategies should and must specify how they are going to do it, or it is all just words. Such legislative pressure is vital, as we all know that any wriggle room is so easily exploited by the major housebuilders by using the viability loophole that we have spoken about so often in this Chamber.
