However, the NPPF contains no policy which requires decision-makers to positively promote people’s health and well-being, or to prevent harm to people through plan-making and development decisions. It simply asks them to have regard to local health inequalities and to aim to achieve healthy, inclusive and safe places. The acid test as to whether that is adequate is that the kind of poor-quality housing illustrated in the TCPA’s publication A Home to Die For? is still being built.
