Amendments 189, 191 and 193 seek to place a duty on development corporations with respect to healthy homes. Although I agree again with the importance of promoting health and well-being in the design and delivery of large-scale developments, these amendments would also cut across existing obligations. Clause 94 will ensure that good design is an objective of development corporations, and development corporations will have to take into consideration the policies in the NPPF; I have already specified that. This is the case irrespective of whether a development corporation takes on planning powers, and where they do, the planning policies and decisions of development corporations are already subject to the NPPF. Where they do not, delivery of the projects will also be subject to the provisions of the NPPF because it is a material consideration in making decisions on specific development proposals.
